According to Scrum, team members must attend product planning meetings and decompose tasks.


When attending product planning meetings, members should understand the stories and speak out their opinions to ensure that they understand each story.


The main goal of project planning meetings is to decompose stories into tasks, and all the members should take an active part in it. Once the breakdown is done, the team members can claim the tasks they like to do.


Notes: Team members are not only from DEV teams, but also from QA teams, DBA, which pretty much include every one of the team.
